The Yamhill Community Action Partnership (YCAP) was founded in 1980 as part of a nationwide network of social service agencies designed to help improve the lives of low-income people and strengthen communities. We assist the residents of Yamhill County, diligently focusing on four primary service categories: Housing Stabilization, Energy Services, the regional Food Bank, and Youth Services.



  • The Housing Initiatives Director is responsible for overseeing and developing new housing related initiatives and programming that amplify YCAP’s efforts in delivering county-wide high-quality housing and empowerment programs. These programs are focused on bringing in new resources, services and connections related to housing instability in Yamhill County. The Housing Initiatives Director provides leadership in planning, designing, implementing, and evaluating new initiatives, including Project Turnkey, capacity building for local shelters, and developing a new navigation center.
  • The Housing Initiatives Director represents the agency in local, regional, and national communities, promoting sound organizational and management innovations. This position serves as a member of the Executive management and leadership teams, participating in staff meetings, strategic planning, developing short- and long-term service goals and objectives, agency resource development, and outreach.




  • Provides leadership in the implementation of Housing Stabilization (HS) initiatives and assure that all programs, services, and systems are developed in accordance with awarded grants (including federal), contracts, compliance/regulatory requirements, and congruent with YCAP’s mission, and values.
  • Build and implement new program frameworks, including developing systems, processes, policies, new job descriptions, and community outreach.
  • Interprets all governmental statutes, regulations, transmittal notices, and memorandums pertaining to the housing initiatives and/or programs. Develops or revises policies and operating procedures based on this guidance
  • Develops and recommends program  goals and options based on the resulting information to the Executive Director and the Executive Leadership Team

Liaison/Public Relations:

  • Represents housing initiatives and/or programs in the local, state, regional, and national communities, acting as a conduit for input and information, promoting innovation at all levels, and effectively advocating for staff and clients at-risk of or experiencing homelessness
  • Establishes and maintains effective working relationships with related funders and partners, which may include HUD field officers, OHCS Homeless Services Section staff, the Homeless Leadership Coalition, CCOs, City and County leaders, and community partners across YCAP’s service region
  • Develops and oversees community outreach, education, and advocacy activities pertinent to the housing initiatives. At all times, represents the YCAP “brand” to the broader community
  • Participates in serving as a regional convener and collaborator around housing and homeless issues, alongside the Housing Programs Director
  • Build and maintain partnerships with community agencies

Financial Management:

  • Oversees the development of the Housing Initiatives annual program(s) budget
  • Evaluates the sustainability of new pilot projects and initiatives
  • Provides ongoing fiscal leadership of program budgets, expenditures, and sustainable funding sources
  • Oversees grant & contract funding and matching funds procurement
  • In partnership with the Development Director, seeks new funding sources and  resources to expand program offerings in Yamhill County


  • Develops and implements program monitoring review processes for all new initiatives.
  • Provides oversight of HS programs to assure that all programs, services, and systems are developed in accordance with awarded grants and contracts, compliance/regulatory requirements, and congruent with YCAP’s  mission, and values
  • Administers department data management, including client records and  files, performance and service reports, assures that all required systems and records are maintained and up-to-date
  • Manages sub-recipient relationships, ensuring timely reimbursement and monitoring for the program and regulatory compliance in accordance with agreements
  • Implements internal and external reporting systems and procedures for monitoring and controlling fiscal and programmatic activities

Facilities and Contracts:

  • Oversees the management of any facilities accessed by Housing Initiatives and/or  programs either directly or in coordination with facility management
  • Oversees the development and acquisition of new facilities and spaces to deliver programs
  • Coordinates facility needs with the agency Executive Director and Human Resources and Office Director to ensure integration with other agency systems (IT, signage, telephone, etc.)
  • Develops RFPs and implements contracting processes with sub-recipients

Supervision /Management

  • Creates a positive team atmosphere providing quality service to clients, staff, and interns through active listening, positive problem solving, and timely responses
  • Provides direct supervision to direct report staff
  • Develops and implements program staff plan, including hiring, establishing work priorities, assignment of duties, monitoring project deadlines, and the evaluation process of individual performance


  • Experience in human service program management, including program planning, operations, and evaluation, the use of management information systems
  • Thorough knowledge of management of program(s), budget development, and common human resources practices
  • Working knowledge of housing policy and regulatory environment
  • Extensive skills, knowledge, and demonstrated abilities in areas of program development, community collaborations, community advocacy, service delivery, and resource development
  • Excellent oral and written communication skills
  • Ability to work in partnership with community organizations and client groups
  • Excellent leadership, team building, and problem-solving skills


  • MSW preferred, Bachelor’s degree required, in a field with demonstrated relevance to mission, for example, social welfare, public administration, social work, or human services
  • Experience in human service program development and management
  • At least three years of progressively responsible management level professional experience with a preference for such experience being in a social service or similarly complex housing/homelessness program
  • Knowledge of the best practices related to housing stability and programs
  • Valid driver’s license and insurance check of driving record
  • Ability to pass drug screen & background check
  • The position will require regularly scheduled time spent in YCAP offices.


The physical demands described represent those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee will be required to sit, stand, kneel, walk and/or bend for extended periods of time. Must frequently lift and/or move up to 20 pounds and occasionally lift up to 30 pounds.
