Location:  On-Site, Portland, OR

SALARY: $120,000 – $130,000/year plus benefits


Who We Are:

Up and Out, inc. is a nonprofit organization that serves adults with intellectual and developmental disabilities. We operate six group homes and serve up to 35 clients in our Residential and Supported Living programs. We provide enrichment programming, assist individuals in improving independence, and provide avenues to enjoy the best quality of life possible.


Our Candidate:

The Executive Director is responsible for the overall leadership and management of the organization. They must be dedicated to providing comprehensive quality services and as an advocate for people who have intellectual and developmental disabilities. General responsibilities included oversight of daily operations, program management and development, financial health, enhancing organizational procedures, and compliance. This is an excellent opportunity to assume a pivotal role in the growth of a highly respected and financially healthy organization. Leading a team of 50+ and an operating budget of $2.7M, the Executive Director will directly supervise the Director of Programs, Human Resources Generalist, Office Administrator, and Special Projects Coordinator. The Executive Director is the key leader of our organization’s strategic growth planning, staff development, and team building with a strong DEI lens and community partnerships.

Nonprofit Leadership: Experience leading and inspiring diverse teams and building a culture of quality and innovation.

Nonprofit Management:  Skilled in managing the technical aspects of managing a nonprofit organization with a solid financial acumen, with a track record of successfully planning, budgeting, and forecasting for nonprofit organizations.

Attention to Detail: Proven track record leading in a highly regulated, licensed environment.

Communication: Communicates effectively with multiple audiences using a variety of formats.

Industry Knowledge: Commitment to understanding the issues, barriers, and systems faced by those with intellectual and developmental disabilities.


Essential Duties and Responsibilities


  • Demonstrate a deep commitment to serving those with intellectual and developmental disabilities, so they can live enriching lives.
  • Foster diversity, equity, and inclusion in staffing, programs, and workplace culture.
  • Collaborate with the Board to lead and implement the strategic framework while ensuring that the budget, staff, and policies are aligned with the mission.
  • Provide inspirational leadership and direction to all staff and ensure the continued development and management of a professional and efficient organization.
  • Represents the organization in required county and state meetings, and in-service opportunities
  • Keeps abreast of changes in state, county, and other contract requirements
  • Serves as an industry leader and advocate for necessary systematic changes to improve service deliver
  • Pursues funding opportunities to support strategic needs and program development.

Program Management and Compliance

  • Oversees management team and residential programs to ensure a 24-hour, 7-day-a-week coverage system is implemented to provide high-quality of life opportunities, safety, and security for staff and clients.
  • Develop policies and procedures related to the agency’s changing needs and governmental requirements.
  • Ensure compliance with all federal, state, and local laws, including Oregon Administrative Rules (OARs), county contracts, and licensing requirements
  • Establish program goals and keeps staff abreast of innovative approaches to program development.
  • Oversee supported living program to ensure coverage is implemented according to individuals’ needs and plans to provide for the highest level of client and staff safety and security
  • Maintains a strong culture of quality assurance and improvement through the periodic review of participants’ files for appropriate documentation and delivery of individual needs plans and health and medical needs.
  • Visits each site regularly to ensure the highest level of service delivery
  • Oversee bi-annual State Licensing on-site reviews, including addressing Plan of Improvement (POI) as needed.


  • Oversee the organization’s financial health, including developing long and short-range financial plans, creating and monitoring the budget, and ensuring proper financial controls are in place in partnership with the office administrator and accounting firm
  • Develop current and long-term organizational goals and objectives.
  • In partnership with Program Managers, develop programs in accordance with relevant federal, state, and local guidelines and regulations.
  • Oversees human resources, including the development and implementation of employee training.
  • Ensures contract compliance through monitoring the fulfillment of agreement terms, including documentation, receipt, and expenditure of funds.
  • Negotiates contracts and service agreements
  • Oversee external communication, including website and social media sites.

Board of Directors

  • Partners with the Board to develop long-term goals and strategies
  • Supports board development and recruitment of new members
  • Works with Board to maintain and develop policies and procedures to meet funding and service requirements
  • Develops community support with the Board and coordinates implementation when required.


Required and Preferred Qualifications

  • Minimum 5-7 years of experience in a nonprofit leadership role or related field.
  • 5 years+ experience in services for individuals with intellectual and developmental disabilities, or related professional experience, and/or personal life experience with disabilities required.
  • Degree in a human services or management-related field (Public Administration; Business Administration; Human Services; Social Work; Public Law, etc.) OR equivalent experience required.
  • Excellent interpersonal and written communication skills, including technical writing
  • Experience collaborating with nonprofit boards.
  • Demonstrated nonprofit financial management experience, including budgeting.
  • Strong knowledge and experience in all aspects of human resource management, including but not limited to hiring, professional development, compensation, coaching and developing leaders.
  • Willingness and ability to respond to emergencies and relevant issues, as needed, 24 hours a day (including evenings and weekends)
  • Sound knowledge and experience in nonprofit administration and management, including  board management, resource allocation, compliance, asset management, communications/public relations, and program management

Additional requirements

  • Stays current on all mandatory training
  • Fully vaccinated with COVID-19 vaccine and booster. Will be required to stay current with potential boosters.
  • Valid Oregon driver’s license, automobile insurance, an acceptable driving record, and access to a car
  • Must be legally eligible to work in the United States
  • Hybrid schedule of a minimum of 3 days per week in the office
  • Successful completion of a background investigation.
