Overview 
The Senior Data Analyst applies advanced statistical analysis, data mining, and modeling techniques to make data-informed decisions to advance District tactics and strategies. Fulfills analytic needs across the District but emphasis is placed on analysis of operational service delivery and deployment based upon the assessment of risk, and evaluation of resource availability and performance. Critical thinking, problem-solving and subsequent recommendations, have a direct impact on the District’s current and future service delivery and ability to meet the District’s mission.

Tualatin Valley Fire & Rescue provides fire protection and emergency medical services to approximately 542,524 residents in one of the fastest growing regions in Oregon. Our 390-square-mile service area includes the cities of Beaverton, Durham, King City, Newberg, North Plains, Rivergrove, Sherwood, Tigard, Tualatin, West Linn, and Wilsonville, and unincorporated portions of Clackamas, Multnomah, Washington, and Yamhill counties. Our district has 28 fire stations staffed by more than 442 career firefighters, a volunteer fire station, a Command and Business Operations Center, a training facility, a South Operating Center, and a Logistics Service Center. Residents served by TVF&R benefit from the sophistication, economies of scale, and resources of a large fire district with the accessibility and community involvement of a small-town fire department.

Example of Duties 
DATA MANAGEMENT: Extracts and compiles internally and externally sourced data from different formats into usable adjunct database tables that can be analyzed and combined with existing datasets or constructed into new datasets. Creates data schemas from non-documented database structures. Ensures data quality, suitability, and integrity by addressing anomalies, assessing outliers and repairing data with error checking.

DATA ANALYSIS: Performs data analysis using appropriate statistical techniques, noting sources, patterns, trends, assumptions, and methodologies to support operational and strategic business decision-making. Primary analysis includes incident, dispatch, deployment, performance, staffing, prevention, and risk reduction.

DATA INTERPRETATION: Assigns meaning to the collected information, determining the significance and implications of the findings, and develops recommendations.

REPORT GENERATION: Designs, builds, publishes and maintains multiple complex reports tailored to user-defined data analysis needs using a variety of data sources and formats. Requires working with the end user to understand expectations as well as database capabilities and available data.

DATA VISUALIZATION/STORYTELLING: Uses visualization methods to produce models to clearly represent trends, correlations, and patterns in the most appropriate format that is understandable to all levels of the organization, public officials, and the public. Understands the audience and in coordination with visualizations, communicates results in a manner conducive to maximizing retention and comprehension.

DATA WORKFLOW COORDINATING/ADVISING: Provides support and technical consultation on complex query structures, statistical functions, report design, quantitative information, data integrity, and data utilization in collaboration with internal departments, and public and private agencies. Fosters relationships with staff to find new ways to apply data analysis to improve workflows, efficiencies, and data quality.

DOCUMENTATION: Documents and maintains procedures, coding structures, source locations, and schedules (including automated schedules) to ensure appropriate retention of information and business continuity.

POWER BI ADMINISTRATOR: Serves as the end-user administrator of the incident, deployment, response performance, and staffing analytic functions of Power BI.

STAFFING SOFTWARE BACKUP: Understands the primary functions, business rules, and user security levels of the District’s staffing software, providing redundancy to the Deployment and Staffing Coordinator.

Qualifications 
The education and experience minimum requirements below are those typically required for performing the job functions (unless specifically noted to be preferred). Equivalent combinations of education and experience may be considered.

Education  
 
A bachelor’s degree in statistics, mathematics, data science, or closely related field.

Experience  
 
Four years of experience in performing complex data analysis to inform strategic business decisions, including data mining, evaluation, application of statistical methodologies, and visualization. Technical writing experience in relevant areas, including queries, reports, and presentation.

Compensation 
The annual salary range within a step system for this position is $90,840  – $122,880. The starting pay assignment, based on a candidate’s bona fide factor analysis in accordance with the District’s pay equity system and the Oregon Equal Pay Act, would be no higher than $108,936 per year.
