Description
PRIMARY DUTIES
-Develop an overall pre-commercial and/or transition plan specific to each project. Must take into consideration variables such as specific plant technology, timing of project, federal/ state/local regulations and labor/community relations.
-Act as primary contact between headquarters, the client and the Engineering Procurement Construction (EPC) contractor. Comment on EPC's schedule and develop and coordinate operator training ensuring the training schedule and staffing sequence are in alignment.
-Oversee all project aspects including plan execution, report and manual development, O&M schedules, budget responsibility, client approvals, etc.
-Provide general oversight during commercial operations and coordinate ongoing headquarters support to assure successful operation of the plant by personnel.
-Ensure plant manuals are updated and maintained.
-Ensure personnel understand major issues in the O&M Contract, Power Sales Agreement and Steam Sales Agreement.
-Provide assistance to the client on agreements and contracts, environmental permits, warranty claims, training plans, tool and spare parts lists and milestone schedules.
-Conduct assessments of plant staff and project performance against contractual and/or regulatory requirements, industry practices and company standards.
-Provide training and orientation to the Plant Manager in conjunction with the Accounting and HR departments prior to the commercial operations phase.
-Prepare the Plant Manager to become the focal point of all project activities and ensure staff is prepared to support plant startup and transition to commercial operations.
-Provide regular status and forecasting reports to the client.
-Ensure associated administrative activities are complete.
-Interface with the client, utility, steam host, government agencies and major equipment vendors regarding operation and maintenance of the plant.
-Prior to the commercial operation dates, in the absence of the Plant Manager, coordinate the schedule of individual system startups to ensure proper working operations.
-Initiate public relations contacts with local civic, educational, media, police and fire protection organizations in accordance with client needs.
-Evaluate, identify and implement appropriate actions to improve project performance.
EDUCATION AND EXPERIENCE REQUIRED
-BS degree in Engineering or equivalent knowledge and experience
-Six to ten years experience in engineering, specifically in an industrial or power plant environment, to include design, construction, startup or operations
-Management experience in technical areas
-Experience in the coordination of multiple activities and tasks in multiple disciplines
-Experience with project scheduling and budgeting highly desirable
-Fundamental technical knowledge of power plant systems and design
-Strong customer service, communication and leadership skills
-Good working knowledge of word processing, spreadsheet and project management software
ADDITIONAL INFORMATION
-Extensive travel required
-Extended hours (approximately 60hrs/week) may be required during travel or due to project phasing and project specific requirements
